Florida native, Jim has over 25 years of land development and engineering experience in the Florida market.
Jim has lead and managed complex land development projects for public and private clients across multiple states. Jim has been responsible for projects from marketing and contract negotiations through design and entitlement process, as well as construction observation, contractor coordination, and project certifications.
His core competencies include stormwater design, potable water design, sanitary sewer design, erosion control, subconsultant coordination, and discretionary entitlements. He has designed and managed multiple projects in various categories, such as single family residential, multi-family residential, mixed-use developments, hotel, fast food establishments, office, retail, gas and propane stations. He also organizes and coordinates with other professionals on the project team, including attorneys, architects, surveyors, and other engineering consultants. His mission is to deliver high-quality, innovative, and sustainable solutions that meet the needs and expectations of our clients and stakeholders.
Elliese Shaughnessy is an engineer committed to making land development accessible for everyone—from homeowners and small businesses to builders and developers. With over five years of consulting experience across Florida and two years in the public sector with Indian River County, Elliese specializes in stormwater calculations and project management and confidently guides projects from concept to permitting and inspection observation. Passionate about helping first‑time developers, Elliese turns ideas into buildable plans through clear communication, partnership, and dependable results.
Elliese is an active community leader, serving as President of the Indian River Chamber of Commerce Young Professional Network, Young Member Board President of the ASCE Space Coast Branch, member for 5+ years on the City of Vero Beach’s Planning and Zoning Board, and the founder/operator of a non‑profit for young adults in Indian River County.
In recognition for her leadership, she was recognized as the 2025 Young Professional of the Year through the Chamber of Commerce.
